News Impact

Public hearing for Lower Siang HEP opposed

ITANAGAR, Jan 15: The Forum for Siang Dialogue (FSD) and the Siang Peoples' Forum (SPF) have strongly opposed the ‘arbitrary’ move of the Govt. of Arunachal Pradesh to conduct public hearing for the 2700 MW Lower Siang Hydroelectric project (HEP) on January 31 and demanded for immediate cancellation of the proposed public hearing and also scrapping of the project.

Terming the notification illegal and unconstitutional, the SPF in a release alleged that the state Govt. has issued the notification and fixed the places for the public hearing illegally turning a blind eye on the provisions of the laws prescribed under The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, in which, under Chapter II section 5 it is clearly stated that "When a Social Impact Assessment is required to be prepared under section 4, the appropriate Government shall ensure that a Public Hearing is held at the Affected Area, after giving adequate publicity about the date, time and venue for the Public Hearing to ascertain the views of the affected families to be recorded and included in the Social Impact Assessment Report," SPF in a release said.

“How has the state government illegally fixed the places for public hearing of Lower Siang Mega Dam for East Siang district at JN College, Pasighat, Auditorium, Katan CO (HQ) for Upper Siang district and General Ground Aalo, for West Siang district? Whereas, nowhere in the Environment Impact Assessment (EIA) Report of the project, Pasighat, Katan CO Office and Aalo General Ground are mentioned as an affected area or region and then, how can a Public Hearing place be fixed illegally in non-affected area that too very far away from the affected villages, depriving the affected families the right to hear and also to conduct the hearing itself fairly? It questioned.

“The constitution has given the Right to Equality under Article 14 and under article 19 (e), every citizen of India has the freedom to Reside and Settle in any part of the territory of India. In spite of the constitutional provisions provided under section 19 sub clause (e), the Govt. of Arunachal Pradesh has intentionally fixed the Public Hearing in a single day for all the districts of Siang valley, thereby curtailing the rights to hear and be heard of the people those who have land in both places of East Siang as well as West Siang districts,”.

FSD and SPF will pursue and oppose all moves by the Government to illegally evict the people from their villages and irrigated multi cropped fertile land just for the sake of benefiting a single Corporate house, the release said. Meanwhile, The Dam Affected People’s Forum has vowed to protest against the proposed public hearing of Lower Siang Hydro Electric Project (LSHEP) on January 31 at Katan of Upper Siang, Pasighat of East Siang and Aalo of West Siang districts.

In a release, while remembering the meet with Chief Minister and the government representatives on May 24, 2012, it stated, it was the proposal by the Chief Minister himself, for an Expert Committee for study of acceptance of the Lower Siang Hydro Electric Project (LSHEP) by the villagers of Siang Valley. However, the ground reality seems to be different with no visit paid by any of the members of the technical committee to any one of the villages in the valley on account of sensitization programme. There were no discussions for any technicalities with regard to the construction of the LSHEP, but except for the acceptance of the people to the dam projects especially the Lower Siang Hydro Power Project.

All the representatives of various organizations of the affected area and Government representative present in the meeting were unanimous with the fact that no public hearing should be allowed to conduct until and unless the 2nd round of talk after the submission of TEC Report. But till today no any invitation is made from the government side for discussion with representative of LSHP Project Dam Affected people of Siang Valley, it alleged.

Some thoughts to ponder about

Taba Ajum

ITANAGAR, Jan 15: Finally much awaited Itanagar-Harmuty rail line saw some new developments with North East Frontier Railway (NFR) yesterday successfully conducting the first trial run of engine on the broad gauge (BG) line. The railway authorities declared that by April next, the formal passenger train service on this route will start.

The news has evoked mixed reaction. A section of society believes that Arunachal is still not ready to welcome railway as they fear that it will lead to large scale migration from other parts of the country.

Even though state government has been allaying all fear claiming that Papum Pare district administration will set up mechanism for proper checking of ILP, many are not convinced by the assurance. The young generation Arunachalees, who are witness to drastic demographic changes of places like Dimapur and many parts of Assam due to large scale migration of outsiders fuelled by introducing of railway, are bitterly opposed to the project. They think that instead of hurrying up railway project, the union government should have been concentrating in improving inter-district connectivity and take up airport project on priority.

“I don’t know how the authorities will implement ILP once railway starts functioning. The very thought of being outnumbered by outsiders in capital complex is scary. Railway will make things easy for criminals to move around and sure crime rate will shoot up in capital complex. Also this may be first step towards lifting ILP system,” shared a young college student. On the other hand, government officials think that this project will usher new era of development in Arunachal. “We can no longer remain in isolation. The world is changing and we have to welcome the change. Every developmental project comes with a price. But let us look at the positive side of this project too,” said a government officer on condition of anonymity.

Well, only time will tell whether Itanagar-Harmuty rail line will be boon for state or not. However there is doubt that speedy completion of this project shows that if there is willingness on the part of government, then developmental projects can indeed be finished on right time. With immense pressure from union government to ensure timely completion of Itanagar-Harmuty rail line, the state government used all the machineries to fast track this project. If our government shows similar enthusiasm in other projects, sure, it will serve the interest of needy people.

Another event which shocked the conscience of every Arunachalee citizen was decision of state government to provide Scorpio vehicle to six Zilla Parishad Chairpersons of state. Last year in the month of August, government of Arunachal had declared austerity measure to maintain strict financial discipline. The state government after due approval of the cabinet had imposed ban on creation and filling up of non-plan posts besides ban on employment of casual and contingency employees by any government department and also imposed a general ban on purchase of new vehicles. The state government had also banned foreign tour on official account to government functionaries.

It is surprising how the same government is flouting its own policy decision by buying new vehicles that too when the general election is knocking at the door. This is something to ponder about.

Tuki announces infrastructure development fund for Buragaon

BURAGAON, Jan 15: The air of smile and cheer enveloped the picturesque valley here this morning when a chopper landed carrying two important personality of the Arunachal Pradesh — CM Nabam Tuki and Takam Sanjoy Lok Sabha (West) MP. The children were happiest lots as evident from the smiling written all over their face. The people found a chopper amidst their home ground after 15 years. Tuki and Sanjoy who visited this remote place for the first time were greeted by large crowd comprising of gaon burahs, public leaders, students, villagers and officers.

Attending as chief guest and guest of honour in the closing ceremony of the Nyetchidow festival, Tuki and Sanjoy assured speedy development in all the remote parts of the state including Buragaon.

Enthusing confidence among the people that they are united in their efforts to make Arunachal Pradesh a developed state, the two leaders including Kumsi Sidisow APEDA Chairman and local MLA declared in unison.

Acknowledging the importance of setting up a police station in Thrizino as demanded by the All Hrusso Socio-Cultural Society, Tuki assured its early initiation. The duo inaugurated Nagmandir to Buragaon PMGSY road and newly created EAC office.

Encroachment issue messed up by Govt: PPA

ITANAGAR, Jan 15: Chief Ministerial candidate of People’s Party of Arunachal (PPA) Laeta Umbrey has stated that the root cause of the problems being faced by the so called land encroachers and the common citizens in the twin city of Itanagar and Naharlagun is due to lack of visionary action on the part of the politicians in power and their machineries.

According to Umbrey, the original master plan for capital area with boundary demarcation in four sides of the map duly acquired under relevant laws and in larger public interest is in fact the Govt. land or the public property. But, unfortunately, the ‘selfish’ and ‘never ending greed’ of the bunch of the leaders and officials, instead of enacting a full proof futuristic capital town planning policies, allowed any Tom, Dick and Harry to grab the Govt. land. The ‘blow hot and blow cold’ attitude of the Govt. led to a mad race wherein the influential lot won and grabbed almost 70% of the capital area, he alleged.

According to Umbrey, even the highway side plantation area, children parks, zoo area, recreational and other reserve sites for setting up of Govt. structures like circuit houses and Govt. buildings were not spared. “Infact the land grabbing and selling business was allowed to be flourished by the Govt. as a vote bank tactics and means to generate quick and ready cash.”

The introduction of quota system among the legislators has further legitimized the encroachment spree, said Umbrey adding that the rampant issue of LPC to private individuals for setting up of projects, new villages etc. within the demarcated area of the capital region are ridiculous.

The situation today has reached to such a point wherein the Govt. has no option but to play the blame game. The contradictory orders of legitimizing the unauthorized occupations along with the orders of eviction and demolition by its machineries are nothing but stupidity and laughable, Umbrey said.

“From the perusal of the legal suits filed by thousand of aggrieved citizens, it is proven beyond doubt that the confused Govt. has no locus-standi to carry out an eviction and demolition drive. Since various Govt. departments themselves have not adhered to the Govt. directives for obtaining proper allotment order and up to date revenue payment, therefore, they are as much liable to be termed as encroachers as are the private individuals.”

According to PPA vice president Toko Sheetal, the so called encroachers are in possession of valid allotment orders or proof of revenue payment or documents for application for allotment dully filled in proper format with treasury challan and sketch map etc. Sheetal, alleged that Govt. has collected crores of bribe money in lieu of regularizing several thousand unauthorized occupations from different districts and subdivisions.

It is however not known how much was the increase in revenue collection but the quantum of encroachers definitely jumped to record high in the state. The sudden decision of the Govt. to evict and demolish the structure costing several hundred crores is a well thought plan and a policy that can be termed as carrot and stick approach.

Sheetal further appealed the affected citizens not to fall prey to the evil designs of the conspirators and further not to waste their hard earned money in Courts and in the purse of the so called few powerful leaders and officials. She also stated that solution to the vexed problem lie in formulating a visionary land allotment policy as well as a policy on accommodation to Govt. employees taking into consideration the long term interest of all the stake holders.

If PPA is voted to power, the party will make all out efforts to see that all the existing structures, except those hindering the smooth passage of highways, are not unnecessarily grounded and further an alternative space preferably be called the new Itanagar shall be located and developed keeping in view the Itanagar after 100 years.

To implement such a visionary plan a tough decision and strong political will power is definitely required along with huge resources mobilization exercise, she added.

Tourism development still far cry in Siang valley

Prafulla Kaman

PASIGHAT, Jan 15: At a time when the central government is taking special efforts for development of tourism in the Northeastern states, the concerned department in East Siang district is handicapped by acute shortage of fund, manpower and other requirements.

Information has revealed that Tourism department in the district is running with insufficient staff, which is hindering extension of project works under the department. Even, not a single vehicle has been provided to the department to look after the field activities.

Officials said that the government has not allocated fund for implementation of tourism project in the district. “It is difficult for us to think of project implementation as we have no manpower and necessary infrastructure. Feeling difficulty to protect the existing properties, we can’t imagine implementation of major tourism project in the district”, said the district tourism officer (DTO) of Pasighat, Nuyee Talong.

The DTO informed that two tourist lodges run under the department - one at Pasighat Gumin Nagar and another at Boleng town have given to public-private partnership lease.

The poor infrastructure and non-allocation of fund to boost the district tourism department is causing a great deal of dissatisfaction among the nature lovers. Locals alleged that the government is gradually developing the Airport (ALG), BG railway, and National Highway connectivity in the region but it is not attending development in tourism sector.

The historically important places and monuments of East Siang and Upper Siang districts fall under Pasighat-Jengging-Yingkiong Tourist Circuit, one of the seven approved travel circuit in the state. The Daying Ering Wildlife Sanctuary - a rich habitat of unique birds and animals, Mouling National park, Kekar Moying (Black rock) and British domain Komsing village at Pangin and few other important tourists’ destinations are found along the route.

Situated on the bank of mighty Siang river, the main tributary of Brahmaputra and bounded by rocky mountains, snow-clad peak and virgin floral and faunal diversities, the greater Siang valley provides perfect setting adventure tourism and eco tourism hot spot. Besides it, the water bodies of Siang river supports white water rafting and other water sports. But these potentialities are to be harnessed due to lack of proper policy taken by the authority concerned.

Observing the rich prospect of eco tourism and adventure tourism potentialities surrounding areas of Daying Ering Wildlife Sanctuary, the experts suggested the local villagers for development tourism industry for enhancing their household economy. They advocated that development of eco tourism is an effective policy for conservation of the natural bounties and wildlife of the area.

Meanwhile, three proposals of eco tourism projects from the district has been submitted to the concerning ministry, but these are yet to be sanctioned.

Why special privilege to capital complex?

Dear Editor,

Through the column of your esteemed newspaper, I want to ask our state police do accident and crime only take place in our state capital. I have seen helpline numbers are available only for state capital and few other towns.

I wonder what about remaining thousand citizens of our state. Do they have to run every time to the police station for help? Most of the  circle and sub-division police stations don’t even provide helpline number to the public. When we check out telephone directory of our state, we will find helpline numbers of only few police stations but out of that too many number doesn’t function. Since the introduction of mobile service in our state, landline service has not been taken care and now the landline numbers are only for show off.

I wish our state police realize the need of helpline numbers for thousands of remaining citizens of our state. I also request telecom service providers to renovate landline services of our state which have been left abandoned.

Yours’

What happened to the promises?

Dear Editor,

Through your esteemed daily, we would like to remind AP government about the commitment made to the All Arunachal LDC & SK Association by Chief Minister Nabam Tuki on 21st November 2013. It was assured that pay parity of LDCs & SKs will be solved by enhancing grade pay from 1900 to 2400 pm in the next cabinet meeting. But unfortunately it is learnt that required documentation has not yet been finalized by the finance department and High Level Standing Committee constituted for such parity. It is being kept in abeyance.

Through your esteemed column, it is once again earnestly requested to kindly full-fill the assurances given by CM to our association on the pay parity.

Yours,

Tethun Dada,

President

All Tirap LDCs Association,

Khonsa.

Separate timeline for NE will be productive

Dear Editor,

I am one of your avid readers and currently living in Delhi. It would be really nice if your paper could feature an article on separate time zone for North-Eastern states, explaining it. For local business, who, are in contact with the mainland business, it can be really productive. We lose almost 1 to 2 hrs following Indian Standard Time.

Please do look into this. Wishing you all the luck for 2014 to bring about much needed changes and voicing out the needed issues in Arunachal.

Your,

Topsy Kamchi

Trying time for AAP

When Aam Aadmi Party made spectacular debut in recently concluded Delhi assembly election, many Indians heaved sigh of relief and start believing that this will be beginning of new era of good people winning elections. Expectation went notch higher when AAP leader Arvind Kejriwal was sworn in as chief minister of Delhi.  There were celebration across the country and many conscience citizens including popular figure started to join AAP. However with each passing days many are getting disillusioned with way AAP is functioning. It no longer looks like party with difference.

Today in an embarrassing development to Aam Aadmi Party, its own MLA Vinod Kumar Binny  attacked Arvind Kejriwal-led Delhi government, accusing it of deviating from the "promises" made to the people ahead of the election. Binny, who had publicly displayed his unhappiness after failing to get a place in the Cabinet, said there has been a "lot of difference" between what AAP had promised during the election campaign and what is being done now. While responding to these charge CM Kejriwal said the MLA first demanded that he be made minister and then wanted to contest the Lok Sabha polls. This whole incident shows AAP in poor light and does not augur well for this new party. Indeed this is trying time for AAP and how they tackle the situation will be interesting to watch in days to come.
